hier ist ein Bericht und Kommentar zu den Geschehnissen, die gestern,
am 19.3. einem Flüchtling im Servitenkloster im Kontext von Repression
wiederfahren sind. Soweit mir geagt wurde, wäre der Betroffene damit
einverstanden, wenn diese Geschichte durch Presse- und
Internetberichterstattung öffentlich gemacht wird.

here’s a report and comment on incidents that happened yesterday, on
19th of March, to a refugee at Serviten monastery in the context of
repression. As far as I was told, the guy concerned would agree to have
this story published by press- and internet coverage.

Repression gegen Flüchtlinge im Kloster durch Polizei, Caritas und Kirchenautoritäten
Täglich üben die Caritas und Kirchenautoritäten Druck gegen die
Flüchtlinge im Kloster aus – durch tägliche Anwesenheitskontrollen im
Rahmen des “Grundversorgungs”systems, durch Zugangsbeschränkungen für
BesucherInnen und UnterstützerInnen, durch das Auferlegen von
Willkürregeln. Am 19. März gab es einen weiteren schwerwiegenden Fall
von Repression – hier der Augenzeugenbericht des Aktivisten und
Sprechers des Flüchtlingskampfes, Muhammed Numan:
“Ein Flüchtling, der sich aufgrund von Traumatisierung in
psychologischer Behandlung befindet, war bereits seit Tagen über das
Verhalten der Caritas verärgert. Am 19. März klopften Security- und
Caritasmitarbeiter an seine Tür, er öffnete und fragte: “Warum stört ihr
mich und klopft an meine Tür?” Die Security- und Caritasleute entdeckten
eine Person in seinem Zimmer und fragten: “Wer ist das?”. Er antwortete:
”Ein Freund von mir, der mich besucht.” Sie sagten: “Er darf dich nicht
hier im Zimmer besuchen.” Der Refugee sagte: “Das geht euch nichts an.
Wenn dieser Mensch mich nicht besuchen darf, wozu bin ich dann hier?
Wenn das mein Zimmer ist, kann jedeR FreundIn oder BesucherIn mich
besuchen. Was habt ihr für ein Problem?” Und er schloss die Tür. Sie
begannen erneut zu klopfen und er machte nicht auf. Dann riefen sie die
Polizei. Als die Polizei kam, meinten die Leute von der Caritas: “Er
wird wegen seinem Fehlverhalten bestraft, deswegen muss er das Zimmer
verlassen und unten im Keller des Klosters bleiben, ansonsten wird ihn
die Polizei mit Zwang aus seinem Zimmer holen.” Inzwischen hatte der
Refugee eine Traumaattacke und brach zusammen. Refugees und
UnterstützerInnen versuchten, der Polizei und den Caritasleuten die
psychische Situation dieses Mannes zu erklären: Dass er als
Traumapatient professionelle Behandlung und Medikamentiereung bekommt,
dass es für ihn besonders wichtig ist, sich in einem friedlichen und
ruhigen Umfeld aufzuhalten. Als die Polizei aufs Zimmer ging, fanden sie
ihn auf seinem Bett liegen und die Caritas rief die Rettung. Eine halbe
Stunde später kam der Krankenwagen und brachte den Mann ins AKH, wo er
sich bis jetzt befindet.”
Dieser Fall ist in mehrerelei Hinsicht bezeichnend: Er zeigt eine
Haltung von Respektlosigkeit und Eindringen in die Freiheit und
Privatsphäre der Flüchtlinge, von Respektlosigkeit gegenüber ihrem
Recht, zu entscheiden, wie und mit wem sie die Zeit in den Räumen, die
sie bewohnen, verbringen wollen. Er zeigt auch ein hohes Maß an Ignoranz
gegenüber den Bedürfnissen von Menschen, die unter Traumatisierung und
psychischer Belastung leiden. Und er zeigt, wie Caritas und
Kirchenautoritäten versuchen, Kontrolle und repressive Regeln gegen die
Flüchtlinge durchzusetzen – mit Methoden der Bestrafung und mit Hilfe
der Polizei.
Muhammed Numan kommentiert die aktuelle Situation im Koster
folgendermaßen:
“Was momentan den Flüchtlingen im Kloster wiederfährt, ist
komplizierter als das, was in den Lagern geschieht. Am zweiten März,
bevor wir die Votivkirche verlassen haben, gab es Verhandlungen mit
Vertretern der Kirche, die protokolliert wurden. Sie machten
Versprechungen, aber sie haben uns komplett belogen. Wir können nicht
mehr an isolierten Orten leben. Hört auf, politische Spiele mit dem
Leben der Flüchtlinge zu spielen. Und hört auf, Geschäfte mit der
Zukunft der Flüchtlinge zu machen. Wir warten darauf, dass
verantwortliche Persönlichkeiten in Österreich und in der EU ihre
Verantwortung für die Zukunft der Flüchtlinge übernehmen!”

Repression against the refugees at the monastery from police, Caritas and church authorities
Every day, Caritas and church authorities are making pressure against
the refugees in the monastery: By controling their presence every day,
justified through the system of “Grundversorgung”, by restricting acess
of visitors and supporters, by imposing arbitrary rules. On 19th of
March, another crucial case of repression happened – here’s the report
of the refugee activist and speaker for the refugee struggle, Muhammed
Numan, who eyewitnessed the situation:
“One refugee, who is a patient in psychologist treatment due to
traumatisation, was upset against the behaviour of Caritas for some
days. On the 19th, security staff and Caritas people knocked on his
door, he opened to ask: “Why are you disturbing me knocking on my door?”
When the security and Caritas people saw one person in his room, they
asked: “who is this person?”. He said, “he’s one friend of mine visiting
me”. Then they said: ”he’s not allowed to visit you here in the room”.
The refugee said: “This is not your business. If this person is not
allowed to visit me, why am I staying in these rooms? If this room
belongs to me, any friend or visitor can visit me. What problem do you
have?” And he closed the door. Again, they started knowcking and he
didn’t open. Then they called the police. When the police came, Caritas
said: “On behalf of misbehaving, he gets punishment to leave the room
and stay in the basement of the monastery or the police will take him
from his room by force.” Meanwhile, the refugee got an attack of trauma
and broke down. Refugees and supporters tried to explain to the police
and Caritas people about the psychological condition of this guy: That
he is a trauma patient who’s getting professional treatment and
medication, that he needs to stay in peaceful and calm conditions. When
the police went to the room of the guy, they found him lying on his bed
and Caritas called the ambulance. Half an hour later, the ambulance came
and brought the guy to AKH hospital where he’s still staying right now.”
This case is significant in several ways: It shows the attitude of
disrespect and interference into the freedom and the privat sphere of
the refugees, the disrespect against their right to decide how and with
whom they whant to spend their time in the rooms that they inhabit. It
also shows a great level of ignorance towards the needs of people who
are suffering from traumatisation and psychological troubles. And it
shows how Caritas and church authorities are trying to impose control
and repressive rules on the refugees by methods of punishment with the
help of the police.
Muhammed Numan is commenting the present conditions in the monastery as
follows:
“What is happening to the refugees in the monastery right now is more
complicated than what is happening in the lagers. On the 2nd of March,
before leaving the Votiv church, there were negotiations with the church
authorities, which were protocolled. They made promises, but they were
totally lying with us. Now, we cannot live any more in isolated places.
Stop playing political games with the refugees‘ lives. And stop making
business of the refugees‘ futures. We are waiting for the responsible
personalities in Austria and in the EU to take their responsibility for
the refugees‘ futures!”
